Department of the Taoiseach.
"A strategy that leaves no one behind has to be readable by everyone."
The challenge
The Department of the Taoiseach published its new Digital and AI Strategy in February 2026, with 20 objectives and 90 deliverables across five ambitions: Apply, Grow, Invest, Lead and Empower.
The Department asked us to design it. The document had to follow the Government's visual identity to the letter and still feel as modern as its subject. That meant 95 pages of cover, chapter openers, infographics, information boxes and tables working as one, with a cover that could carry future progress reports.
And the strategy promises a digital Ireland where no one is left behind. A document making that promise can't be hard to read. So it had to meet the high accessibility standards expected of a document from the Taoiseach’s office.
The thinking
We started before the final text arrived. Working from sample titles, we designed the cover, chapter openers, boxes and tables early, so the look was agreed when the draft landed. Production time then went on the content, and on the rounds of review a cross-government document needs.
The Government identity sets the rules, so the room to move was in imagery and colour. Each chapter has its own colour and image, so readers always know which ambition they're in.
Accessibility was designed in from the first page, with alt text embedded in every image and infographic. A key spells out every Department acronym in the deliverables tables, because initials only help people who already know them. Two key graphics work as standalone pages, so they can be pulled out as reminders of the key targets and deliverables.
The work
We designed the full strategy, including:
Cover: a geometric design with a map and network motif, built for reuse on future progress reports
Chapter openers: eleven chapter and appendix covers
Infographics: Ireland's AGILE approach, Key Digital Deliverables and Key AI Deliverables
Layout: information boxes, tables and the appendix of objectives and deliverables
Accessibility: an alt text register for every image, written to WCAG 2.1
